Ans: YES

**** POLICY ISSUES ****

4.  LEADERSHIP:  Which agency or organization is coordinating or leading national spatial data infrastructure (NSDI) development efforts in your nation?  (If no single agency is coordinating, please provide a primary point of contact from whom we may learn more.)

Ans: Temporary speaking, there is still no offical leadership for coordinating NSDI in Macau. But we are working on this matter.

5.  AVAILABILITY:  What are the primary types, categories or forms of spatial digital data being made available through your nation's NSDI?

Ans: Our digital maps consist of basic map, topographic map, cadastral map etc. According to the different digital maps, the different types of elements are stored in different layers.

6.  MECHANICS OF ACCESS:  Through what technical and organizational mechanisms are spatial data being made available through the NSDI?

Ans: Users can get more information about the relief of Macau through CD-ROM and maps which are issued by DSCC.

7.  LEGAL AND ECONOMIC FRAMEWORKS FOR ACCESS:  What are the legal and economic constraints under which citizens, businesses or others may gain access to data available through the NSDI?
Our digital spatial data are not only adopted by Macau Government, but also by non-profit and profit users.

8.  DATA COLLECTION COORDINATION:  What parties are involved in collecting data for the NSDI and how is data collection coordinated?
Ans.: We also request certain kinds of data from other govermental departments and private companies in Macau.

9.  PRICING:  If charges are assessed for spatial data made available through the NSDI, what is the basis or method for determining the price of various forms of spatial data?
Ans.: The price is shown as follow.

a) Territory Basic Mapping :

Topographic and Cadastral Maps—1/1000(A2), 1/2000(A2), 1/10000(A2),

1/20000(A1), 1/5000(A1)

The requests for Topographic and Cadastral Maps, that due to their characteristics need additional editing, have the fees calculation based on a fixed amount of MOP$220.00 (two hundred and twenty patacas) per hour, besides the number of copies requested.

Note: for request of a full collection of Macao mapping, a deposit of MOP$500.00 (five hundred patacas) is demanded.

 

b) Digital Cartography:

Price for Macao maps in CD-ROM (DGN and DWG format) MOP$3500.00 (three thousand and five hundred patacas).

Deposit of MOP$500.00 (five hundred patacas) is requested.

Price for Macao maps in floppy disk, partial maps MOP$600.00 (six hundred patacas).

c) Aerial Photographs:

Price for aerial photographs of Macao, (1941, 1980, 1988, 1993 and 1998 editions), MOP$220.00 (two hundred and twenty patacas) per photo (size 24x24cm).

d) Copies of RGCU (Urban Construction General Regulation) maps:

Price for each copy is MOP$50.00 (fifty patacas).


10.  COMMERCIAL INVOLVEMENT:  Please describe how private commercial firms are involved in helping to build the NSDI.

Ans.: No. The digital spatial data is established by our Department only.

11.  PUBLIC DOMAIN DATA SETS:  Please describe those digital spatial data sets for jurisdictions within your nation that are available to anyone without any licensing or intellectual property restrictions imposed on the data sets and the data sets are available at no cost or little cost.  How may copies be acquired of these public domain data sets?

Ans.: The public domain includes government department, non-deposit organization and educational department. These public domain data sets could be acquired via email, fax, official letter or filling in the application form in DSCC.

12. PUBLIC GOODS ASPECTS OF NSDI:  Please describe any additional services or goods provided by government in support of the NSDI for which individual users are not charged. 

Ans.: We do not provide any additional services in support of the NSDI.

13. PRIVACY:  Please describe how the information privacy of individual citizens is protected relative to data that may be accessed through the NSDI.

Ans.: The information privacy of individual citizens is protected since there is no any other person excepting building owner and court can access those data.

14.  AUTHORITY:  Do the laws or formal orders of any legislative or executive branches of government explicitly recognize the need to establish or further develop the NSDI? <Please answer YES or NO.> If YES, please provide citations to those laws or orders. If YES, to whom has authority been granted and for what tasks?

Ans.: Yes. According to Macao government law, Decreto-Lei n.° 3/94/M in January 1994; Decreto-Lei n.° 70/93/M in December 1993 and Urban Construction General Regulation(RGCU), Decreto-Lei n.° 79/85/M in August 1985, the DSCC responds to establish local mapping.

15.  FUNDING:  Have funds been specifically budgeted and acquired for NSDI activities? <Please answer YES or NO.> If YES, please describe the purpose of the funds and the amounts.

Ans.: No.


16.  INCLUSIVENESS:  Please describe the types and extent of participants involved in building the NSDI and their roles.

Ans.: According to the General Castelo Branco’s network in 1907 and the report of "REFARTIÇÃO TÉCNICA DAS OBRAS DE MACAU" in 1943-45, the Macau Military established a network which included Macau, Taipa and Coloane in 1955.

Note: We are working on these matter by referencing the standard in China and USA.

Ans.: No.


19.  LINKAGE TO GENERAL INFORMATION TECHNOLOGY STANDARDS - Which international or national information and communication technology standards has the NSDI adopted?

Ans.: No.


20.  GLOBAL SPATIAL DATASETS:  Does your NSDI provide access to spatial datasets with global coverage? <Please answer YES or NO.> If YES, which datasets and how may access to these datasets be achieved?

Ans.: No.

21.  GLOBAL OR REGIONAL INFRASTRUCTURE INITIATIVES:  Is your NSDI formally affiliated with or connected to any global or regional spatial data infrastructure initiatives? <Please answer YES or NO.> If YES, which initiative(s)?

Ans.: Yes. The station of "Monte da Barra" and "Coloane Alto" were named "Doppler station no.31386" and "Doppler station no.31397". The two Doppler stations were connected with Hong Kong’s station. In 1986, "Monte da Barra" and "Coloane Alto" were transformed to Laplace stations by "CENTRO DE GEODESIA DO INSTITUTO DE INVESTIGAÇÃO CENTIFICA TROPICAL DE PORTUGAL" with astronomic observations.

Ans.: Not yet.
