UCGIS Research Projects Committee


The Research Projects Committee is a standing committee of UCGIS.

Article IX, Clause 4:

"The Research Projects Committee shall advise the Board on all matters that involve UCGIS with regard to sponsorship of funded research projects, including grants, cooperative agreements, and contracts. Such funded projects are defined as any payments to UCGIS that oblige UCGIS to provide services to the organization providing the funding. The UCGIS Board retains the final authority over such funded activities, cooperative agreements, and contracts. The Board shall appoint 3 committee members, in addition to the Chair and the Chair of the Research Committee, for a term of two years.

The Committee shall be responsible for dealing with all sources of externally funded research activities for UCGIS. The Committee shall communicate with funding agencies to determine the requests for proposals or scope of work for UCGIS projects, solicit people from UCGIS member institutions to conduct work under such contracts, work with funding agencies to select UCGIS member institutions or individuals to conduct or coordinate such projects, and monitor such contracts to ensure completion in a timely manner in adherence to schedules agreed upon with the funding agency."

The Research Projects Committee took over the charges of the Research Management Committee, a former ad-hoc committee of UCGIS.

Proposal Solicitation and Review Procedures

The UCGIS Research Projects Committee will circulate solicitations to all UCGIS delegates and alternates using electronic mail distribution lists already in place at UCGIS. In addition, the committee also will proactively identify experts at UCGIS institutions and bring the solicitations to their attention. Normally, such solicitations will be published at least 30 days before their deadlines. Once the deadlines have passed, the Research Projects Committee will review all proposals received, and determine which one has the best chance of successful performance and results that fulfill the sponsors' needs. The Research Projects Committee has the authority to solicit additional reviews from experts outside the committee if it would find those to be useful. Normally, a single contractor or offer will then be forwarded to the parties in the Cooperative Agreement (in this case, the UCGIS Board and the research sponsor) for final approval.
