This ad hoc committee of UCGIS was terminated in June 1999. The new standing committee on Research Projects has taken over its charges. This page has become archival with the sole purpose of documenting the past activities of the RMC.
UCGIS Research Management Committee
In order to provide fair and open opportunities for UCGIS member
institutions to compete for funding under contracts with FGDC, USGS,
and other Federal agencies, the UCGIS Board has appointed an ad hoc
"Research Management Committee," and put in place procedures for
soliciting member participation and evaluating proposals and
performance under contracts to UCGIS.
UCGIS Research Management Committee
In the summer of 1998, the UCGIS Board established a Research
Management Committee as an ad hoc committee to advise the Board on
all matters of externally-funded projects (grants, cooperative
agreements, and contracts) to UCGIS. Funded projects are defined as
any payments to UCGIS that oblige UCGIS to provide deliverables to
the organization providing the funding. The UCGIS Board retains the
final authority over such funded activities, cooperative agreements,
and contracts.
Initially, the Research Management Committee will deal only with a
program with FGDC. They will communicate with FGDC to determine the
requests for proposals or scopes of work for UCGIS projects funded
by FGDC; assist FGDC with refining such RFPs; solicit people from
UCGIS member institutions to offer to conduct work under such
contracts; work with FGDC to select UCGIS member institutions or
individuals to conduct or coordinate such projects; and monitor such
contacts to ensure completion in a timely fashion, to schedules
agreed upon with FGDC.
From time to time, the Board may add to the terms of reference of
the Research Management Committee responsibility for dealing with
other sources of funded activities for UCGIS.
The current members of the UCGIS Research Management Committee

Proposal Solicitation and Review Procedures
The UCGIS Research Management Committee will circulate solicitations
to all UCGIS delegates and alternates using electronic mail
distribution lists already in place at UCGIS. In addition, the
committee also will proactively identify experts at UCGIS
institutions and bring the solicitations to their attention.
Normally, such solicitations will be published at least 30 days
before their deadlines. Once the deadlines have passed, the Research
Management Committee will review all proposals received, and
determine which one has the best chance of successful performance
and results that fulfill the sponsors' needs. The Research
Management Committee has the authority to solicit additional reviews
from experts outside the committee if it would find those to be
useful. Normally, a single contractor or offer will then be
forwarded to the parties in the Cooperative Agreement (in this case,
the UCGIS Board and FGDC) for final approval.
